Ian Nepomniachtchi was born in 1990, the same year as Magnus Carlsen, and, as you can see from the historical ratings below, actually climbed faster than the current World Champion at first, before Magnus then powered to the no. 1 spot as a 19-year-old.
Nepo beat Magnus in World and European junior events, as well as in Wijk aan Zee and the London Chess Classic, to give him a lifetime classical score of 4:1 in wins over the World Champion. Has his time come?
